About this award
The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development awarded $3.893 million to the City of Philadelphia's Division of Housing and Community Development on September 22, 2025, under the Emergency Solutions Grant Program (CFDA 14.231), a formula grant assisting individuals and families to regain permanent housing stability after experiencing homelessness or a housing crisis.
ESG funds support five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and Homeless Management Information System (HMIS) operations, along with eligible administrative activities. Street outreach engages homeless individuals and families living unsheltered. Emergency shelter activities include rehabilitation or conversion of buildings for shelter use, payment of operating expenses, and provision of essential services to shelter residents. Homelessness prevention and rapid re-housing assistance include housing relocation and stabilization services and rental assistance to help individuals and families move into permanent housing or avoid becoming homeless.
The award covers performance through September 21, 2027, with place of performance in Philadelphia, PA. As a formula grant recipient, the City of Philadelphia's Division of Housing and Community Development receives this allocation based on established funding criteria rather than through competitive application. The division administers the award directly or in partnership with local developers, housing owners, and community service providers.
