The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development awarded the City of Tulsa $305,652 under the Emergency Solutions Grant Program (CFDA 14.231) on September 24, 2025.
The Emergency Solutions Grant program authorizes funds for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and homeless management information systems (HMIS). ESG funds support rehabilitation or conversion of buildings for emergency shelter, operating expenses for emergency shelters, essential services for shelter residents and unsheltered individuals, homelessness prevention activities, rapid re-housing assistance to move homeless individuals and families into permanent housing, and eligible administrative activities as defined in 24 CFR 576.101 through 576.107.
The City of Tulsa, a parent-level federal grant awardee, receives the award for performance in Tulsa, Oklahoma. The period of performance runs from September 24, 2025 through September 23, 2027. The program aims to help individuals and families quickly regain permanent housing stability after experiencing homelessness or a housing crisis, while improving emergency shelter capacity and quality and engaging homeless individuals living on the street.
