About this award

The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development awarded the City of Los Angeles $4.256 million under the Emergency Solutions Grant (ESG) Program on September 23, 2025. The funds support five program components: street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and Homeless Management Information System (HMIS) development. The Los Angeles Housing Department, the city's operating entity for the award, may also use funds for administrative activities and for rehabilitating or converting buildings into emergency shelter. The ESG Program is a formula grant authorizing HUD to allocate funding to states, units of general-purpose local government, and territories to help individuals and families quickly regain permanent housing stability after experiencing homelessness or a housing crisis. Expected outcomes include engaging unsheltered homeless individuals and families, improving the number and quality of emergency shelters, supporting shelter operations, providing essential services to shelter residents, rapidly rehousing homeless populations, and preventing families from becoming homeless.
