About this award

Federal Grant Award Summary

The Department of Energy (DOE) awarded a $3 million Formula Grant to the General Services Administration (GSA) under the Energy Efficiency and Renewable Energy Information Dissemination, Outreach, Training and Technical Analysis/Assistance program (CFDA 81.117) effective August 1, 2025, with completion targeted for July 31, 2027. The award funds the design, development, and installation of comprehensive deep energy retrofits at two federal facilities in Washington, DC: the FBI Annex Building and the Markey Court Complex. The energy conservation measures include the installation of high-efficiency boilers that will decouple the buildings from GSA's centralized steam heating operation, along with supplementary infrastructure upgrades including heat recovery chillers, lighting systems, transformer replacements, and water conservation improvements.

This project directly supports the DOE's Federal Energy Management Program objective to enable federal agencies to meet energy-related goals through affordable, technology-based solutions. By replacing reliance on the energy-intensive centralized steam plant with efficient on-site heating systems and implementing integrated energy conservation technologies, the retrofit initiative is designed to reduce greenhouse gas emissions and improve overall energy performance across the two federal facilities while demonstrating scalable best practices for federal building modernization.

Description

The department of energy's federal energy management program works with its stakeholders to enable federal agencies to meet energy-related goals, identify affordable solutions, facilitate public-private partnerships, and provide energy leadership to the country by identifying and leveraging government best practices. This assisting federal facilities with energy conservation technologies (AFFECT) award funding will support the U.S. General services administration's proposed project for the design, development, and installation of energy conservation measures including high efficiency boilers at the FBI annex building and the markey court complex in washington, DC. The high efficiency boilers will allow for the buildings to be decoupled from the energy-intensive GSA operated heating operation & transmission district steam plant. Deep energy retrofits at these buildings include the installation of heat recovery chillers, lighting upgrades, transformer upgrades, and water upgrades.
