About this award

The Department of Energy's Federal Energy Management Program awarded $6.5 million through the Energy Efficiency and Renewable Energy Information Dissemination, Outreach, Training and Technical Analysis/Assistance program (CFDA 81.117) to support the General Services Administration's energy conservation initiative. The grant, awarded on August 1, 2025, with a completion date of July 31, 2027, funds the design, development, and installation of energy conservation measures at two federal facilities: the Lyndon B. Johnson Building and the United States Secret Service Headquarters, both located in Washington, DC.

The primary deliverables include executing deep energy retrofits and decoupling both facilities from the GSA-operated Heating Operation and Transmission District steam plant through the implementation of state-of-the-art, commercially available heating systems and products. By replacing the inefficient, highly customized district heating infrastructure with modern alternatives, the project will reduce energy and utility costs at each facility while achieving substantial distribution-level benefits across the heating network. This Energy Savings Performance Contract (ESPC) project is designed to eliminate unnecessary taxpayer expenditures while improving operational efficiency and reducing overall energy consumption at the federal facilities.

Description

The department of energy's federal energy management program works with its stakeholders to enable federal agencies to meet energy-related goals, identify affordable solutions, facilitate public-private partnerships, and provide energy leadership to the country by identifying and leveraging government best practices. This assisting federal facilities with energy conservation technologies (AFFECT) award funding will support the U.S. General services administration's proposed project for the design, development, and installation of energy conservation measures, as the general services administration (GSA) awarded an energy savings performance contract (ESPC) at (1) the lyndon B. Johnson building (DOED), and (2) the united states secret service headquarters (USSS). The primary goal of the effort is to execute deep energy retrofits and decouple these facilities from the GSA-operated heating operation and transmission district (HOTD) steam plant. Due to the location of the facilities within the distribution network, decoupling these facilities will still achieve substantial distribution-level benefits in addition to site operational efficiency improvements. This ESPC project is pursuing best in-class, state of the art commercially available heating products and services to replace an inefficient and highly customized district heating system, eliminating unnecessary and imprudent expenditures of taxpayer dollars while also reducing energy and utility costs at each building.
