About this award

This $20.9 million formula grant from the Environmental Protection Agency's Drinking Water State Revolving Fund program provides funding to the Iowa Department of Natural Resources from October 1, 2021 through September 30, 2024. The grant capitalizes Iowa's Drinking Water State Revolving Fund to provide low-interest financing to public water systems for drinking water infrastructure projects and activities to protect public health as authorized under the Safe Drinking Water Act. This includes projects and technical assistance needed to achieve or maintain compliance with SDWA requirements.

Two subawards totaling less than $100,000 were provided to the Cities of Ames and Cedar Rapids for a well field and pipeline project and water treatment plant softener capacity improvement, respectively. These projects improve drinking water infrastructure in those communities consistent with the goals of the DWSRF program.

Description

This agreement is for a capitalization grant which provides funds for the recipient's drinking water state revolving fund program to provide low interest financing to recipients for costs associated with the planning, design and construction of eligible drinking water improvement projects and activities to protect human health. The safe drinking water act (SDWA) section 1452, PL 104-182, authorizes grants to states to capitalize their drinking water state revolving funds (DWSRF) which provide a long-term source of financing of the costs of drinking water infrastructure and support to state drinking water programs. DWSRF grants are for infrastructure improvement projects that are needed to achieve or maintain compliance with the SDWA requirements, protect public health, and assist systems with economic need. These grants also support state programs to help systems build and maintain technical, managerial and financial capacity.
