About this award

The U.S. Environmental Protection Agency (EPA), Region 7, awarded Kansas Department of Health & Environment $33.3 million through the Drinking Water State Revolving Fund (DWSRF) program (CFDA 66.468) on August 1, 2025, to capitalize the state's low-interest financing mechanism for drinking water infrastructure improvements. Funded by the Infrastructure Investment and Jobs Act, this formula grant enables the state to provide below-market-rate loans and grants to eligible public water systems for planning, design, and construction of drinking water projects, while supporting set-aside activities including technical assistance to small systems, operator certification, and source water protection. The award extends through July 30, 2030, and furthers the public health protection objectives of the Safe Drinking Water Act across Kansas.

Through subawards to four Kansas municipalities—the Cities of Caney, Iuka, Osborne, and Osawatomie—the DWSRF funding addresses critical water infrastructure needs. Subgrantees are implementing projects including construction of approximately 14 miles of waterline infrastructure with booster pump stations (City of Caney), installation of point-of-use nitrate treatment units and water system upgrades (City of Iuka), construction of new water treatment plants with elevated storage tanks (Cities of Osborne and Osawatomie), and replacement of aging cast iron and steel waterlines with modern PVC piping. These infrastructure investments build technical, managerial, and financial capacity of participating public water systems while protecting public health for citizens throughout Kansas.
