About this award
The Environmental Protection Agency (EPA) Region 3 awarded a $9.307 million capitalization grant under the Clean Water State Revolving Fund (CWSRF) program (CFDA 66.458) to the Virginia Department of Environmental Quality, effective July 1, 2025 through June 30, 2032. This grant provides financing mechanisms to support wastewater treatment facilities impacted by Hurricanes Helene and Milton and the 2023 Hawai'i wildfires. The funds enable the state to establish long-term, low-interest financing for eligible projects under Section 603(c) of the Clean Water Act, with priority given to initiatives that reduce flood or fire damage risk, enhance resilience to natural disasters, and improve rapid hydrologic response capabilities at wastewater treatment works across Virginia.
The grant capitalizes Virginia's CWSRF to finance subrecipient projects through the state revolving loan fund structure. A subaward to the Town of Chilhowie supports emergency sanitary sewer repairs, representing one component of the broader state infrastructure recovery effort. Through this program, federal capitalization grant funds are deployed as loans and subawards to municipalities and local government entities, creating a self-sustaining financing mechanism whereby loan repayments generate continued funding availability for future water quality infrastructure projects. The grant delivers statewide public health benefits by supporting the rebuilding of resilient wastewater treatment infrastructure following natural disaster damage.
