Description
This agreement provides funding under the infrastructure investment and jobs act (IIJA)/bipartisan infrastructure law (BIL) to the commonwealth of virginia to implement resources and priorities to help address per- and polyfluoroalkyl substances (PFAS) and emerging contaminant challenges; target resources to communities most in need of assistance to ensure that no community is left behind with unsafe, inadequate water; and advance the priorities of equity and environmental justice.activities:the activities include but are not limited to research and testing; planning and design; treatment; source water activities; storage; water system restructuring; providing households access to drinking water services; technical assistance; outreach and education; and workforce or training support to public water systems.subrecipient:a virginia university will receive funding to conduct a literature review to determine the current state of science of toxicology and regulator status for hexavalent chromium and 1,4-dioxane. Funding will also be provided to a virginia university to develop training and outreach materials for the general public and stakeholders. Town of purcellville will receive funding to address PFAS contamination at its mountain view groundwater treatment plant, which draws water from a single well. Three major tasks will be conducted. Task 1 is to better understand the presence and variability of PFAS in the water system. Activities include: (a) sampling for PFAS at up to ten wells and five entry points every other month, for 12 months. This includes both active and inactive wells which could be an alternate water source. Up to two sample will be collected per sampling day, one at the beginning and one at the end of the day. This will inform daily and seasonal variability in PFAS concentrations at the water system; (b) yield and water quality testing at inactive wells PWB-3A and PWB-6F for potential approval as sources; (c) desktop evaluation for potential legacy and current contamination sources in the vicinity of the town's wells and periodic collection of stormwater samples from a drainage that leads from an industrial park toward some of the town's wells. Task 2 will involve information collection, option evaluation, calculations, preparation of preliminary design plans, and development of a preliminary engineering report for PFAS treatment at the mountain view groundwater treatment plant. Due to space limitation within the facility, addition of treatment for PFAS may not be feasible. Treatment external to the building will also be considered that will enable the mountain view well to continue to serve as an emergency/backup source. Task 3 will evaluate findings from task 1 and 2 to determine whether development of an alternate groundwater source would be more appropriate. If so, a new future short hill wells groundwater treatment plant will be designed to replace the mountain view source. Potential wells that can be tapped into for the new treatment plant will be evaluated based on information collected from task 1. If funded, henrico county department of public utilities (DPU) is proposing to: 1) install approximately 980 linear feet (LF) of 16-inch diameter water main along williamsburg road, to bridge the GAP in the existing 16-inch diameter water main, including a lateral to serve bubba's; 2) install a connection to a nearby water system along klockner drive to improve water quality and reliability; and 3) install a 8-inch water main along chapman lane, including three (3) service connections, to serve 4900, 4902, and 4906 chapman lane with a fire hydrant for fire protection. These activities are intended to be designed, bid, and constructed as one project.outcomes:anticipated deliverables include a list of waterworks meeting small and disadvantaged criteria; monitoring of PFAS, hexavalent chromium, and 1,4-dioxane; literature review; maps and tables; outreach materials; public outreach, trainin
