About this award

The National Highway Traffic Safety Administration awarded the Michigan Department of State Police $153,042.87 under the National Priority Safety Programs formula grant (CFDA 20.616) on October 1, 2025, for the Section 405(h) Preventing Roadside Deaths Countermeasures program.

The award funds research and interventions to reduce deaths and injuries from crashes involving motor vehicles striking stationary vehicles and individuals at the roadside. Michigan State Police pass through a sub-award to Western Michigan University to conduct a comprehensive analysis of roadside crash data spanning 2015–2025, evaluate driver compliance with Michigan's Move Over law, and assess the effectiveness of high-visibility enforcement and digital alert technologies (such as HAAS Alert and in-vehicle notifications) in reducing roadside violations. The research will examine crash and citation data from Michigan's 287,953 recorded crashes in 2023, which resulted in 1,095 fatalities and 71,085 injuries, with particular attention to enforcement effectiveness and public awareness strategies to address persistent Move Over law non-compliance.

The period of performance runs from October 1, 2025, through September 30, 2029. Work is performed in Lansing, Michigan. The award is obligated in full at $153,042.87. Formula apportionment is based on the state's approved Triennial Highway Safety Plan and Annual Grant Application; federal reimbursement occurs on submitted vouchers covering incurred costs.
