About this award
The National Highway Traffic Safety Administration awarded the Pennsylvania Department of Transportation $1.317 million on October 1, 2025, under the Section 405(g) Nonmotorized Safety Grant program to support initiatives reducing nonmotorized road user fatalities involving motor vehicles.
The award funds highway safety programs designed to decrease crashes, injuries, and fatalities among pedestrians and cyclists. Pennsylvania qualifies for this formula grant because its annual combined nonmotorized road user fatalities exceed 15 percent of the state's total annual crash fatalities, as determined by NHTSA using the most recent final FARS data available.
The funding period runs from October 1, 2025, through September 30, 2029, with place of performance in Harrisburg, Pennsylvania. The award is a formula grant, apportioned under statutory formula and contingent on an approved Triennial Highway Safety Plan detailing problem identification, public participation, performance measures, and countermeasure strategies, together with an approved Annual Grant Application specifying planned projects.
Pennsylvania Department of Transportation, as the state highway safety office, passes funding to local sub-recipients for highway safety enforcement. Three sub-recipients—the Borough of Pottstown (sub-award dated July 28, 2026), Lower Paxton Township (June 23, 2026), and Moon Township Police Department (June 10, 2026)—each received federal funds designated for highway safety enforcement under this grant.
Description
Section 405(g) nonmotorized safety grant (23 C.F.R. § 1300.26; 23 U.S.C. § 405(g)) ― grant to support programs to decrease nonmotorized road user fatalities involving a motor vehicle in transit on a trafficway consistent with 23 C.F.R. § 1300.26(e). 405(g) funding is available to qualifying states where the state's annual combined nonmotorized road user fatalities exceed 15 percent of the state's total annual crash fatalities based on the most recent calendar year for which final fars data are available, as determined by nhtsa. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
