About this award

The National Highway Traffic Safety Administration awarded the Illinois Department of Transportation $13,414,652.06 under the State and Community Highway Safety Grant program (CFDA 20.600) on October 1, 2025, to conduct behavioral highway safety programs under Illinois's approved Highway Safety Plan through September 30, 2029.

The award funds a coordinated national program to reduce traffic crashes, deaths, injuries, and property damage through identified countermeasure strategies and problem-solving initiatives. Section 402 statutory apportionment formulas determine fund allocation; Illinois receives these grants based on a triennial Highway Safety Plan detailing problem identification, public participation, performance measures, and countermeasure strategies, and an annual grant application specifying planned projects.

IDOT administers the award from Springfield, Illinois, and passes through funding to 37 sub-recipients performing behavioral highway safety work. Sub-recipients include municipal police departments and villages executing Sustained Traffic Enforcement Program (STEP) activities; law enforcement and county sheriffs' offices conducting traffic enforcement; the Northeastern Illinois Regional Crime Laboratory performing forensic support; nonprofit organizations including Mothers Against Drunk Driving providing victim services and court monitoring; the University of Illinois delivering law enforcement training and pedestrian safety education; healthcare providers including OSF Healthcare System and specialized driving schools conducting safety instruction; and county governments and regional entities managing impaired driving prevention, non-enforcement safety education, and pedestrian and bicycle safety initiatives. IDOT structures the sub-awards across program tracks including STEP enforcement, non-enforcement safety education, impaired driving prevention, and pedestrian and bicycle programs. The award period runs from October 1, 2025, through September 30, 2029, with performance occurring across Illinois municipalities and counties.
