About this award
The National Highway Traffic Safety Administration awarded the Oregon Department of Transportation $1.15 million on October 1, 2025, under the Incentive Grant Program to Prohibit Racial Profiling (CFDA 20.611), a formula grant supporting collection and maintenance of traffic stop data disaggregated by driver race and ethnicity, evaluation of that data, and programs to reduce the impact of traffic stops on federal-aid highways (except local or minor rural roads).
The award funds activities and projects that enable Oregon to maintain and allow public inspection of statistical information regarding race and ethnicity for each motor vehicle stop made by law enforcement on eligible roadways. Funding is obligated through September 30, 2029, with place of performance in Salem, Oregon. The Section 1906 program apportions funds to states and territorial highway safety offices based on an approved triennial highway safety plan and annual grant application detailing countermeasure strategies and planned projects. Oregon qualifies for grant funding by providing satisfactory assurances that it will undertake activities to maintain and allow public inspection of the required statistical information. The award is assistance type: formula grant.
Description
L. 109-59, as amended) ― grant to support collection and maintenance of data on traffic stops, evaluation of the results of that data, and programs to reduce the impact of traffic stops consistent with 23 C.F.R. § 1300.28(d). Section 1906 funding is intended to encourage states to enact and enforce laws that prohibit the use of racial profiling in the enforcement of traffic laws on federal-aid highways, except those classified as local or minor rural roads, and to maintain and allow public inspection of statistical information regarding the race and ethnicity of the driver for each motor vehicle stop in the state. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
