About this award

The National Highway Traffic Safety Administration awarded the Illinois Department of Transportation $1.15 million on October 1, 2025, under the Incentive Grant Program to Prohibit Racial Profiling (CFDA 20.611), a formula grant supporting collection and maintenance of traffic stop data disaggregated by driver race and ethnicity, evaluation of that data, and programs to reduce the impact of traffic stops on federal-aid highways (excluding local or minor rural roads).

The award runs through September 30, 2029, with place of performance in Springfield, Illinois. The program encourages states to enact and enforce laws prohibiting racial profiling in traffic law enforcement and to maintain statistical information on motor vehicle stops disaggregated by race and ethnicity for public inspection. Illinois qualifies either by providing official documents demonstrating existing compliance or by submitting assurances that the state will undertake activities to maintain and publicly inspect such data during the fiscal year. The federal share is reimbursed on vouchers covering costs incurred. Recipients must retain records for three years following submission of final expenditure reports and all project deliverables, contract documents, and financial records pending resolution of audit findings. Funds placed in obligation remain available three years after the last day of the fiscal year of apportionment.

Description

L. 109-59, as amended) ― grant to support collection and maintenance of data on traffic stops, evaluation of the results of that data, and programs to reduce the impact of traffic stops consistent with 23 C.F.R. § 1300.28(d). Section 1906 funding is intended to encourage states to enact and enforce laws that prohibit the use of racial profiling in the enforcement of traffic laws on federal-aid highways, except those classified as local or minor rural roads, and to maintain and allow public inspection of statistical information regarding the race and ethnicity of the driver for each motor vehicle stop in the state. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
