About this award
The National Highway Traffic Safety Administration awarded the California Office of Traffic Safety $1.15 million on October 1, 2025, under the Incentive Grant Program to Prohibit Racial Profiling (CFDA 20.611), a formula grant supporting collection and maintenance of data on traffic stops and evaluation of results to reduce the impact of those stops.
The recipient will collect and maintain statistical information on the race and ethnicity of drivers for motor vehicle stops on federal-aid highways (except those classified as local or minor rural roads), allow public inspection of that data, and implement programs to reduce disparate impacts of traffic stops. The grant supports California's compliance with Section 1906 of the SAFETEA-LU statute (23 C.F.R. 1300.28), which encourages states to prohibit racial profiling in traffic law enforcement on federal-aid highways and maintain transparent traffic stop data.
The California Office of Traffic Safety, a state highway safety office and child entity of the State of California, receives the award based on an approved triennial highway safety plan and annual grant application detailing countermeasure strategies. The performance period runs through September 30, 2029, with place of performance at Elk Grove, California. Annual certifications are required to demonstrate the state's maintenance of public inspection mechanisms for racial profiling data. Funds are reimbursed on voucher claims for incurred costs via electronic transfer and remain available for three years after the fiscal year of apportionment.
Description
L. 109-59, as amended) ― grant to support collection and maintenance of data on traffic stops, evaluation of the results of that data, and programs to reduce the impact of traffic stops consistent with 23 C.F.R. § 1300.28(d). Section 1906 funding is intended to encourage states to enact and enforce laws that prohibit the use of racial profiling in the enforcement of traffic laws on federal-aid highways, except those classified as local or minor rural roads, and to maintain and allow public inspection of statistical information regarding the race and ethnicity of the driver for each motor vehicle stop in the state. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
