The National Highway Traffic Safety Administration awarded the Arizona Governor's Office of Highway Safety $575,000 on October 1, 2025, under the Incentive Grant Program to Prohibit Racial Profiling (CFDA 20.611), a formula grant funded through statutory apportionment.
The award supports collection and maintenance of traffic stop data disaggregated by driver race and ethnicity, evaluation of that data, and programs to reduce the impact of traffic stops on federal-aid highways (excluding local and minor rural roads). Funding also supports enforcement of state laws prohibiting racial profiling in traffic law enforcement and public inspection of traffic stop statistical information consistent with 23 C.F.R. § 1300.28.
The Arizona Governor's Office of Highway Safety, the state highway safety office, administers the grant with place of performance in Phoenix, Arizona. The period of performance runs from October 1, 2025, through September 30, 2029. Arizona qualifies for Section 1906 funding by either maintaining official documentation demonstrating compliance with statutory requirements or providing satisfactory assurances that the state will undertake activities and projects to collect, maintain, and make publicly available traffic stop data disaggregated by race and ethnicity. Certifications must be submitted annually, with grant applications due by August 1 each year.
