About this award

The Department of Public Safety Louisiana received a $174,340 Formula Grant award from the National Highway Traffic Safety Administration (NHTSA) under the Incentive Grant Program to Prohibit Racial Profiling (CFDA 20.611) to support the collection and maintenance of data on traffic stops as well as evaluation of the results of that data. The grant aims to encourage the state to enact and enforce laws that prohibit the use of racial profiling in traffic law enforcement on federal-aid highways, except local or minor rural roads, and to maintain and allow public inspection of statistical information on the race and ethnicity of drivers stopped. The grant will fund activities to enhance data systems, train personnel, engage stakeholders, and report on racial profiling indicators to promote fair and unbiased traffic enforcement practices across Louisiana. Additionally, the Department of Public Safety Louisiana issued a $20,248 sub-award to Graham Group Inc., a for-profit advertising agency, to develop and implement a media plan, including paid advertising and creative services, for national and state highway safety mobilizations on various traffic safety topics.

Description

L. 109-59, as amended) - grant to support collection and maintenance of data on traffic stops as well as evaluation of the results of that data. Section 1906 funding is intended to encourage states to enact and enforce laws that prohibit the use of racial profiling in the enforcement of traffic laws on federal-aid highways, except those classified as local or minor rural roads, and to maintain and allow public inspection of statistical information regarding the race and ethnicity of the driver for each motor vehicle stop in the state. These funds are apportioned using statutory apportionment formula. These funds are provided to the state and territorial highway safety offices based on an approved triennial highway safety plan that details problem identification, public participation and engagement, performance measures, countermeasure strategies for programming funds and an approved annual grant application that details planned projects using identified countermeasure strategies for programming funds to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.
