About this award

The Federal Highway Administration awarded the Pennsylvania Department of Transportation $877,631 on January 6, 2026, under the Highway Safety Improvement Program (HSIP, CFDA 20.272) to rebuild traffic signals at the intersection of State Route 62 and Elk Street in Franklin, Pennsylvania, as part of a broader 3R project addressing vulnerable road user safety.

The project delivers a full signal rebuild incorporating pedestrian safety infrastructure: LED countdown pedestrian heads, accessible pedestrian signals, recessed pavement markings for crosswalks, pedestrian-related signing, pedestrian poles, and a new signalized mid-block crossing for pedestrians in downtown Franklin's multimodal environment. Performance occurs in Pennsylvania with an ultimate completion date of November 25, 2029.

This is a formula grant, a standard assistance type under HSIP, which focuses on achieving significant reductions in traffic fatalities and serious injuries on all public roads through data-driven, strategic highway safety improvements.
