The Department of Health and Human Services Administration for Children and Families awarded $530,695 to the Mowa Band of Choctaw Indians on October 1, 2025, under the Low-Income Home Energy Assistance Program (LIHEAP, CFDA 93.568), a formula grant providing federally funded assistance to reduce home energy costs, energy crises, weatherization, and minor energy-related home repairs for eligible low-income households.
The Mowa Choctaw Tribe, a tribally owned government entity located in Mt Vernon, Alabama, will deliver energy assistance services throughout Alabama during the performance period of October 1, 2025, through September 30, 2027. LIHEAP is a formula grant program available to states, territories, and Native American tribes and tribal organizations. Recipients submit annual Model Plans via the ACF Online Data Collection system, which must include certification of federal assurances by the tribal chief and demonstration of meaningful public participation in plan development. Tribal recipients are not required to conduct public hearings but must obtain meaningful public input. LIHEAP recipients and sub-recipients are responsible for obtaining independent audits in accordance with the Single Audit Act Amendments of 1996 and generally accepted Government auditing standards.
