The Department of Health and Human Services Administration for Children and Families awarded the Kansas Department for Children and Families $5.261 million on October 1, 2025, under the Stephanie Tubbs Jones Child Welfare Services Program (CFDA 93.645), a formula grant supporting state and tribal flexibility in coordinated child and family services development and expansion.
The award funds community-based child welfare service provision in Kansas through September 30, 2027. The recipient, the Kansas Department for Children and Families operating through its Office of Financial Management division, administers the grant as the state's designated prime recipient for child welfare formula funding.
The program requires submission of a five-year agency plan jointly developed with the Secretary of Health and Human Services and updated annually by June 30, with approval or disapproval required by September 30 of each year. The plan must coordinate services under title IV-B with other federal or federally assisted programs serving the same populations and must be developed in consultation with appropriate public and nonprofit private agencies and community-based organizations. Fund drawdown occurs through an account established by the Division of Payment Management following plan approval. The recipient must maintain all records in accordance with 45 CFR 75.361-365 and follow requirements in 45 CFR Part 75, which incorporates OMB Guidance in 2 CFR Part 200.
