The award funds child welfare social services delivery throughout California from October 1, 2025 through September 30, 2027. The Stephanie Tubbs Jones program promotes state flexibility in developing and expanding coordinated child and family services through community-based agencies. The Department of Social Services California, operating through its Finance and Accounting Division, administers the award and distributes funds to county-level social services agencies, nonprofit organizations, and community-based service providers across California's 58 counties. The recipient must submit a five-year agency plan or annual plan update by June 30 each year, jointly developed with the HHS Secretary, and the plan must coordinate child welfare services under Title IV-B with services under other federal or federally assisted programs serving the same populations. Funds are drawn down after plan approval, which occurs by September 30 of each year within 60 days of plan submission.
