The Department of Health and Human Services Administration for Children and Families awarded the District of Columbia Government's Child and Family Services Agency $703,902 on October 1, 2025, under the Stephanie Tubbs Jones Child Welfare Services Program (CFDA 93.645), a Formula Grant.
The award funds child welfare social services delivery across Washington, D.C., with performance through September 30, 2027. CFSA receives this allocation to support comprehensive child and family services initiatives, operating as a pass-through entity that distributes federal funds to local government divisions, nonprofit organizations, and community providers delivering specialized services throughout the District.
The Stephanie Tubbs Jones program promotes state and tribal flexibility in developing and expanding coordinated child and family services programs utilizing community-based agencies. Recipients must submit a five-year agency plan jointly developed with the Secretary of Health and Human Services, with annual updates due by June 30 each year; funds are awarded after plan approval. The plan must coordinate the provision of services under Title IV-B with services under other Federal or federally assisted programs serving the same populations.
CFSA currently administers multiple child welfare programs funded by ACF, including Foster Care Title IV-E, Adoption Assistance, Guardianship Assistance, child abuse and neglect prevention and treatment, family preservation and support services, kinship navigator programs, caseworker visitation, and education and training vouchers for youth aging out of foster care. The agency collaborates with the District's Department of Behavioral Health to integrate mental health and substance abuse treatment services.
