The Department of Health and Human Services Administration for Children and Families awarded $115.323 million to the Washington State Department of Commerce on October 1, 2025, under the Low-Income Home Energy Assistance Program (LIHEAP, CFDA 93.568) for the federal fiscal year 2026, with performance through September 30, 2027. The award funds program administration and delivery of weatherization services and energy assistance to provide cost-effective energy efficiency, health and safety benefits to eligible low-income households across Washington State. Washington State Department of Commerce distributed the funding through sub-awards to 42 sub-recipients, including tribal housing authorities, county governments, local housing authorities, nonprofit community action agencies, and other nonprofit organizations. Nonprofit sub-recipients delivering weatherization and energy assistance services include Spokane Neighborhood Action Partners, Metropolitan Development Council, Yakima Valley Farm Workers Clinic, Coastal Community Action Program, Lower Columbia Community Action Council, Opportunities Industrialization Center of Washington, Opportunity Council, Blue Mountain Action Council, Kitsap Community Resources, Rural Resources Community Action, Chelan-Douglas County Community Action Council, Community Action of Skagit County, Community Action Center, Olympic Community Action Programs, Community Action Council of Lewis, Mason and Thurston Counties, Benton-Franklin Community Action Committee, Housing Authority Skagit County, Hopesource, Hopelink, Byrd Barr Place, Multi Service Center, Washington Gorge Action Programs, Okanogan County Community Action Council, and others. The Washington State Department of Social and Health Services received funding to provide a $20.01 energy assistance benefit to Basic Food recipients to leverage additional dollars for the state's food assistance program. Washington State Community Action Partnership received funding to provide leveraging services and technical assistance supporting LIHEAP statewide.
