About this award
The Department of Health and Human Services Administration for Children and Families awarded the Connecticut Department of Social Services $41.711 million on October 1, 2025, under the Social Services Block Grant (CFDA 93.667), a Formula Grant carrying a period of performance through September 30, 2027.
The Social Services Block Grant enables states and territories to furnish social services tailored to their populations' needs, supporting activities directed toward reducing dependency, promoting self-sufficiency, protecting children and adults from neglect and abuse, and enabling individuals unable to care for themselves to remain in their homes or access appropriate institutional arrangements. Connecticut's Department of Social Services, the state prime recipient, distributed funds across nineteen sub-recipients delivering independent and transitional living services, case management, family planning services, legal services, and emergency shelter and supportive housing programs statewide.
Sub-recipients include the Connecticut Department of Housing (independent and transitional living services and emergency shelter programs), the Department of Aging & Disability Services (rehabilitation services including personal and family counseling and training in orientation and mobility for individuals with visual and auditory impairments), and the Connecticut Department of Mental Health & Addiction Services (grants supporting sixteen clinics providing intensive residential treatment, intensive outpatient services, and methadone maintenance; supportive housing with case management services; and shelters offering case management, relapse prevention, aftercare, and referrals to substance abuse treatment and employment opportunities). Community action agencies and nonprofit providers, including Catholic Charities Inc. – Archdiocese of Hartford, Community Renewal Team, Inc., Career Resources Inc., New Opportunities Inc., Alliance for Community Empowerment Inc., Human Resources Agency of New Britain, Thames Valley Council for Community Action, Community Action Agency of New Haven, The Community Action Agency of Western Connecticut, Team Inc., Thompson Ecumenical Empowerment Group, Madonna Place Inc., Family Strides Inc., Gbapp Inc., Access Agency Inc., Planned Parenthood of Southern New England, and Connecticut Legal Services, received sub-awards for intensive case management, employment and access-and-visitation pilot activities, family planning services, legal services in civil matters, food bank operations, and community services block grant work across multiple catchment areas.
The award obligated $41.711 million with performance in Connecticut.
