The Department of Justice Office of Justice Programs Bureau of Justice Assistance awarded the Idaho State Police $163,780 under the Residential Substance Abuse Treatment for State Prisoners (CFDA 16.593) formula grant on October 1, 2025, to create and enhance jail-based residential substance abuse treatment programs in Idaho.
The Idaho State Police passes funding through to the Twin Falls County Adult Detention Facility, the sole identified subgrantee capable of meeting RSAT program elements statewide. The Twin Falls facility uses RSAT funds to support addictions and mental health counselor and case management positions. The counselor delivers substance use disorder treatment and mental health care assistance to incarcerated individuals, while case management staff provide inmate support in obtaining community services prior to and at release, including substance use treatment, aftercare, mental health treatment, medical care, housing, employment, sober community supports, education, job training, and links to other recovery and resiliency services. The program targets offenders with substance use disorders, often with co-occurring mental illness.
