Description
The department of the attorney general will subcontract with the department of corrections and rehabilitation to administer the bridge program, which provides substance use disorder treatment and reentry services for high-risk male and female offenders who are eligible for release within 6 to 12 months. The bridge program provides participants with an opportunity to work in the community, establish financial security, develop relationships, and find appropriate housing prior to release from incarceration. Funds will support the bridge program for men at laumaka work furlough center in honolulu and for women at the women's community correction center in kailua. The bridge program can accommodate up to 158 inmates per year. To qualify, prisoners must have graduated from one of the department of corrections and rehabilitation's therapeutic community programs, completed an intensive outpatient SUD treatment program, or completed an outpatient SUD treatment program while incarcerated. While in the bridge program, participants receive individual and group counseling, relapse prevention, job development, life skills, and family counseling. The program also works with participants to address criminogenic needs. The purpose of the bridge program is to increase access to SUD treatment and recovery support services in corrections. The goals of the program are to decrease the rate of recidivism and to reduce the rate of relapse into drug or alcohol use.
