Description
The hiland mountain correctional center (hmcc) residential substance abuse treatment program enhancement aims to expand and strengthen residential substance use disorder (SUD) treatment services for incarcerated women at alaska's sole female correctional facility in eagle river. The project addresses alaska's high prevalence of addiction in corrections and reduces recidivism by providing structured treatment and coordinated aftercare. The initiative utilizes a modified therapeutic community model with a cognitive behavioral approach to address addiction, criminogenic thinking, and behavioral health needs. Program components include comprehensive screening and assessment, individualized treatment planning, group and individual counseling, random drug testing, case management, and transition planning. Activities funded under this project support a six-month residential therapeutic community within a 24-bed program space, followed by structured reentry and aftercare coordination to ensure continuity of care. Community-based treatment providers, halfway houses, and the alaska department of health serve as partner organizations to support reintegration and access to ongoing services. Expected outcomes include reduced recidivism, increased access to SUD treatment, improved public safety, stronger community linkages for continued care, and reduced impact of the opioid epidemic through improved treatment engagement and recovery supports.
