The Bureau of Justice Assistance awarded the Tennessee Department of Finance and Administration $321,087 on October 1, 2025, under the Residential Substance Abuse Treatment for State Prisoners program (CFDA 16.593) to enhance substance use disorder treatment and recovery support services within Tennessee correctional settings.
The Office of Criminal Justice Programs will implement the Tennessee FY 2025 RSAT project through subawards to the Tennessee Department of Correction and Monroe County Justice Center, serving incarcerated adults with moderate to high substance use disorder treatment needs across Department of Correction facilities and the Monroe County Justice Center.
The Tennessee Department of Correction will deliver residential treatment lasting six to twelve months, regular drug testing, naloxone distribution, and six months of post-release case management. Monroe County Justice Center will provide residential treatment aligned with its residential drug abuse program model, pre-release case management, transportation to treatment, program fee coverage, drug testing, employment and housing support, and treatment coordination. Both sub-recipients will deliver cognitive-behavioral therapy, vocational training, educational training, and life-skills services as part of expanded residential therapeutic community programming.
Expected outcomes include increased access to treatment, strengthened treatment continuity, reduced relapse and recidivism, and improved reintegration outcomes through coordinated aftercare services. The period of performance runs from October 1, 2025, through September 30, 2029, with place of performance in Nashville, Tennessee.
