About this award

The Department of Justice Office of Justice Programs Bureau of Justice Assistance awarded the North Carolina Department of Public Safety $388,816 on October 1, 2025, under the Residential Substance Abuse Treatment for State Prisoners formula grant program (CFDA 16.593) to sustain and expand addiction treatment and reentry services for incarcerated individuals with substance use disorders across four state correctional facilities.

The award funds residential substance abuse treatment at Greene Correctional Institution, a 32-bed male medium-custody facility, and Anson Correctional Institution for Women, a 140-bed medium and close-custody facility. Greene's program applies evidence-based cognitive-behavioral therapy and prioritizes treatment for incarcerated veterans; Anson's program delivers comprehensive behavioral health services addressing substance use, criminal and addictive thinking, interpersonal skills, relapse management, and community reintegration. The award also expands treatment services at Randolph Correctional Center and Franklin Correctional Center and continues statewide Recovery Road reentry services supporting individuals with identified primary substance use disorder who previously participated in alcohol and chemical dependency programs.

The performance period runs through September 30, 2029, with place of performance in Raleigh, North Carolina. The federal grant program aims to improve substance use treatment during and after incarceration to reduce recidivism and increase access to evidence-based treatment and community-based recovery aftercare services.
