About this award

The Department of Justice Office of Justice Programs Bureau of Justice Assistance awarded the Maryland Governor's Office of Crime Prevention and Policy $232,912 under the Residential Substance Abuse Treatment for State Prisoners program (CFDA 16.593) on October 1, 2025.

The award funds expansion of residential substance use disorder treatment services in Maryland correctional facilities, including screening and assessment, individualized treatment planning, clinical counseling, and integrated care for co-occurring disorders. Programming incorporates evidence-based practices such as cognitive behavioral therapy and motivational interviewing, structured phase-based treatment, and drug testing. A core component is continuity of care through reentry planning and partnerships with community providers, delivering aftercare services including case management, housing and employment support, continued treatment, and linkage to medical and behavioral health services.

The Governor's Office of Crime Prevention and Policy serves as the state administering agency, managing a coordinated statewide approach to substance use disorder treatment in corrections in response to persistent increases in opioid use disorder diagnoses in local detention centers. Funds will be awarded competitively to jurisdictions with limited treatment capacity.

The period of performance runs through September 30, 2029, with place of performance in Crownsville, Maryland.

Description

Although overdose deaths have declined by 30.9 percent since 2021, local detention centers continue to see increases in individuals diagnosed with opioid use disorder, underscoring the need to expand treatment capacity and strengthen continuity of care. The office, as the state administering agency, will use rsat funds to strengthen a coordinated statewide approach to delivering comprehensive substance use disorder (SUD) treatment in correctional settings. Building on maryland's justice reinvestment act and the opioid use disorder evaluation and treatment act of 2019, the program emphasizes treatment, diversion, and recovery support. Rsat funds will support the expansion of residential treatment services, including screening and assessment, individualized treatment planning, clinical counseling, and integrated care for CO-occurring disorders. Programs will incorporate evidence-based practices such as cognitive behavioral therapy and motivational interviewing, along with structured phase-based treatment and required drug testing. A key priority is continuity of care through reentry planning and partnerships with community providers. Participants will receive aftercare services including case management, housing and employment support, continued treatment, and linkage to medical and behavioral health services. Funds will be awarded competitively, prioritizing jurisdictions with limited capacity.
