About this award
The Michigan State Police (MSP) was awarded a $839,464 Residential Substance Abuse Treatment (RSAT) for State Prisoners Formula Grant from the U.S. Department of Justice's Bureau of Justice Assistance (CFDA 16.593). The goal of the RSAT program is to assist state and local efforts to increase access to evidence-based substance use disorder (SUD) treatment and reduce overdose deaths among incarcerated populations.
Through this 4-year grant (10/1/2024 - 9/30/2028), MSP will implement the RSAT program by partnering with subrecipients to provide intensive SUD treatment, case management, and reentry services to the felony jail population in Michigan. The program will utilize evidence-based practices to address substance abuse and criminogenic factors, with the anticipated outcomes of reducing recidivism and generating cost savings for the criminal justice system.
Description
The michigan state police will implement the residential substance abuse treatment (RSAT) program through partnerships with subrecipients to break the cycle of addiction and crime among the prison population, reduce economic and societal burdens of criminal recidivism rates, and produce cost-saving benefits in the michigan criminal justice systems. The RSAT subrecipients will provide an intensive programming environment designed to target the substance abuse, case management, and RE-entry needs of the felony jail populations. Subrecipients will comply with RSAT program requirements by conducting random and periodic drug tests of program participants, maintaining multidisciplinary partnerships with state and local service providers, and providing community-based aftercare services for participants. Treatment provided through each RSAT program draws on a multitude of evidence-based practices that address substance use disorders and criminogenic factors. Anticipated outcomes from the RSAT programs include consistently negative drug test results among participants, a reduction in recidivism rates among participants, and observable cost savings for subrecipients.
