The Office of Victim Services and Justice Grants (OVSJG) will serve as the State Administering Agency, sub-awarding contract dollars to the DOC and monitoring the grant. The 4-year grant period runs from October 1, 2023 to September 30, 2027.
Description
The district of columbias department of corrections (DOC) identifies and links inmates with needed resources during incarceration and upon release to the community, provides referrals to substance abuse outpatient treatment, mental health services, and housing. DOC provides on-site residential substance abuse treatment and education services to inmates identified as having a substance use disorder. Frequently, the charges that resulted in their incarcerations are related to their substance use. Approximately 90 male inmates and 15 women receive substance abuse treatment at any given time at the DOC correctional treatment facility (CTF). The residential substance abuse treatment (RSAT) program is a therapeutic, disciplined and structured program that provides recovery support services to inmates who have substance use disorders. RSAT supports participants in changing negative patterns of behavior, thoughts, and feelings, as well as taking ownership and responsibility for his/her own health concerns (preventive and existing). RSAT FY23 funds will be used to hire peer specialist(S) at the DC DOC facility and to purchase educational supplies and appointment calendars for use by RSAT clients. Funds to accommodate RSAT staff to attend required training will be dedicated from carryover RSAT funds from previous years. DC DOC will provide in-kind match funds with dedicated staff to supervise RSAT participants. The office of victim services and justice grants (OVSJG) will sub-award contract dollars to DC DOC and be responsible for monitoring the grant. OVSJG, as the state administering agency (SAA), will be responsible for reporting programmatic and fiscal reports in the OJP grants management system.
