The grant will fund residential substance abuse treatment services for incarcerated and recently released individuals through three sub-awards to the Oklahoma Department of Corrections, Oklahoma Office of Juvenile Affairs, and Oklahoma Department of Mental Health and Substance Abuse Services from October 1, 2022 to September 30, 2026.
Specifically, the Oklahoma Department of Corrections will continue operating eight residential substance abuse treatment programs in state correctional facilities. The Oklahoma Department of Mental Health and Substance Abuse Services will enhance transitional housing options and care coordination services for individuals reentering the community post-incarceration. The goal of these services is to reduce recidivism by addressing substance abuse issues.
Description
Oklahoma district attorneys council 2022 rsat project abstract the district attorneys council will subgrant the FY 2022 award to three (3) subrecipients: oklahoma department of corrections (ODOC), oklahoma office of juvenile affairs (OOJA), and oklahoma department of mental health and substance abuse services (ODMHSAS). ODOC seeks funding through the rsat grant to assist in funding eight programs in institutions at various security levels in the state. Rsat funding will allow for a continuation of treatment services to address the substance abuse treatment needs of offenders prior to discharge and release into the community. OOJA seeks to fund the rsat juvenile relapse avoidance project (J-RAP) continuum to be implemented for the purpose of addressing a state priority juvenile justice need as identified through statistical data and demonstrated service gaps. The J-RAP continuum would serve juveniles from throughout the state who are at risk of relapse upon their return to the community. The goals of this project are to decrease recidivism due to resumption of substance use and to improve positive outcomes, such as completion of education and obtainment of employment. Rsat funds will be used to enhance existing reentry initiatives of ODMHSAS by providing a transitional housing component. Processes will be implemented in both prison/jail based and after care settings where each program participant will be connected to safe and recovery-supportive housing such as recovery residences, lease based rapid-rehousing, or other supportive housing options. Funds will enhance existing ODMHSAS contracts serving the reentry population within adult outpatient or residential programs including reentry intensive care coordination teams and reentry care navigation. The district attorneys council ensures coordination and collaboration with ODOC, OOJA, and ODMHSAS in implementing residential substance abuse treatment programs.
