About this award
The Environmental Protection Agency Region 10 awarded the Oregon Health Authority (OHA) a capitalization grant of $11.84 million under the Drinking Water State Revolving Fund program (CFDA 66.468), effective October 1, 2025, through September 30, 2029. Funded through the Infrastructure Investment and Jobs Act, this award enables OHA to provide low-interest rate financing to eligible public water systems for planning, design, and construction activities addressing emerging contaminants in drinking water, with particular emphasis on per- and polyfluoroalkyl substances (PFAS) remediation. The grant supports OHA's administration of Oregon's DWSRF program in compliance with the Safe Drinking Water Act public health protection objectives.
Under this award, OHA will distribute subawards as project loans to Oregon water systems while allocating specified funding set-asides for technical assistance to small systems, operator certification activities, and source water protection initiatives. The anticipated deliverables include financing mechanisms, planning and design services, and construction support for eligible emerging contaminant-focused public health projects. OHA's activities will build the technical, managerial, and financial capacity of participating public water systems, with the ultimate outcome of public health protection benefiting citizens throughout Oregon.
