Environmental Protection Agency Region 5 awarded the Indiana Finance Authority $5.124 million under the Clean Water State Revolving Fund program (CFDA 66.458) on October 1, 2025, to capitalize a state revolving fund that provides low-interest financing to subrecipients for water quality improvement and protection projects with primary emphasis on emerging contaminants. The funding addresses emerging contaminants—substances and microorganisms including those found in personal care products, pharmaceuticals, industrial chemicals, pesticides, and microplastics—that pose newly identified or re-emerging risks to human health, aquatic life, or the environment. The Indiana Finance Authority will finance planning, design, and construction of eligible water quality projects across Indiana through September 30, 2029. The Clean Water State Revolving Fund Program is exempt from 2 CFR 200.332 subrecipient management requirements. The City of Columbus Community Development Department received a sub-award on April 14, 2026 for construction of a new dryer building and modifications to the existing wet cake conveyance system to address biosolids volume and per- and polyfluoroalkyl substances (PFAS). Intended beneficiaries include citizens throughout Indiana.
