The Environmental Protection Agency Region 3 awarded the West Virginia Department of Environmental Protection $2.325 million on October 1, 2025, under the Water Pollution Control State, Interstate, and Tribal Program Support formula grant (CFDA 66.419) to maintain, protect, and improve water quality across the state's rivers, lakes, streams, groundwater, and other waterbodies.
The award funds water quality monitoring and assessment, NPDES permitting and enforcement, water quality standards development, and total maximum daily load (TMDL) development. Deliverables include NPDES permitting and inspections for combined sewer overflows, municipal separate storm sewer systems, industrial and construction stormwater, and concentrated animal feeding operations; NPDES pretreatment and permitting workplans; watershed assessment and permitting; water quality standard development; TMDL development; compliance monitoring for wastewater treatment facilities; data entry in EPA's Integrated Compliance Information System; water quality monitoring and education and training through the Save Our Streams volunteer program; and wellhead and groundwater protection activities in coordination with the West Virginia Department of Health.
The total award of $2.325 million comprises $1.867 million for base activities and $246,275 for section 106 monitoring. The period of performance runs from October 1, 2025, through September 30, 2026, with all work performed in West Virginia. The West Virginia Department of Health and Human Services will perform groundwater monitoring activities as a subrecipient using pass-through funds from this award.
