The Department of the Air Force awarded the California Military Department a $776,288 cooperative agreement on October 1, 2025, to operate the STARBASE Program at Camp San Luis Obispo, California, through September 30, 2026. STARBASE is a non-discretionary, Congressionally directed STEM mentoring initiative (CFDA 12.020) that combines science, technology, engineering, and mathematics activities with school-based mentoring for middle and high school students, designed to raise interest and improve skills among underserved youth and build a skilled American workforce capable of meeting Department of Defense technological requirements. The award obligation reflects an increase and IKA (In-Kind Adjustment) modification to the Camp San Luis Obispo location. Performance occurs in California, with the California Military Department, doing business as CAL Guard, serving as the state National Guard entity receiving and administering the cooperative agreement. STARBASE cooperative agreements are restricted to the 50 States, District of Columbia, Commonwealth of Puerto Rico, Virgin Islands, and Guam National Guard organizations; recipients must work through their Adjutant General to obtain National Guard Bureau approval of program plans and specifications before execution.
