EFFORTS TO RECOVER LISTED SPECIES PROTECT CONTINUED OPERATION OF EXISTING WATER FACILITIES AND FUTURE DEVELOPMENT OF WATER RESOURCES FOR PUBLIC USE. RECOVERY ACTIVITIES HAVE BEEN ONGOING FOR MANY OF UTAHS LISTED SPECIES SINCE THE TIME THEY WERE LISTED, AND FOR SOME SPECIES NEW INFORMATION THAT WASNT AVAILABLE AT THE TIME OF LISTING MAY PROVIDE SUPPORT FOR DELISTING OR DOWNLISTING CONSIDERATION. ALL PARTNERS UNDERSTAND THAT DOWNLISTING AND DELISTING A SPECIES FALLS UNDER THE AUTHORITY OF THE SERVICE, AND THAT THERE ARE NO GUARANTEES ON THE OUTCOME OF DELISTING OR DOWNLISTING CONSIDERATION UNTIL AFTER A SPECIES HAS BEEN THOROUGHLY CONSIDERED THROUGH THE ESA PROCESS.
