Description
Implementation of reclamations proposed actions for its long-term operations require data accessibility, analysis, and visualization tools for quickly understanding historical patterns and forecasted impacts of planning scenarios being crafted by agencies and stakeholders involved in this process. An early phase of this project has been shared with agencies and public participants and has been adopted for scenario assessment in these processes.while these planning efforts move forward collaboratively, science-based information and measures from monitoring have become essential to assessing the status and trends of ESA-listed fish populations as part of reclamations proposed actions in its biological assessment. The work to occur as part of this agreement will develop, fit, calibrate, and implement population forecasting tools to describe the impact of temperature and flow management, both significantly impacted by drought and shifting climates, directly and indirectly on the abundance, spatial distribution, productivity, and life history diversity of juvenile salmonids in the central valley. During droughts and period of less predictable hydrometeorology, this information may prove important to quantifying ecological risks to salmonids, and their relationship to CVP water operations, for discerning possible hydrosystem-, habitat-, and hatchery-related ecological impacts due to drought conditions.objectives:objective 1: maintain and extend a secondary data repository of historical, real-time, and forecasted fish, environmental, and operational data from the sacramento river and other river systems in the central valley, integrated from primary, public, databases. Objective 2: maintain and improve the data query and visualization tools and services provided through the sacpas website (WWW.CBR.washington.EDU sacramento ) for historical, real-time, and forecasted environmental and fish data.objective 3: conduct research and provide access to modeling tools for fish survival and migration, through the sacpas website, in support of reclamation-funded and ESA-mandated activities, especially in efforts to predict, track, and evaluate the efficacy of proposed or actual actions during agreement period, covering water years 20242027.as a benefit to the public, this project contributes to developing novel forecasting tools to provide for a new system of forecasting in-season impacts of temperature and flow management on ESA-listed species in the central valley, with better understanding of mitigative effects from temperature and flow management during drought and other climate change impacted conditions. This system will not replace but integrate existing monitoring systems and will provide insight into the biological results and effectiveness of actions such as temperature management, flow management, and habitat restoration. The monitoring system, as well as the results of the investigations, will be made available for operational and management decisions about how temperature, flow, and habitat actions affect ESA-listed salmonids in the central valley.
