Cooperative Agreement R24AC00022
- The Bureau of Reclamation awarded a $1,094,619 Cooperative Agreement to the Desert Research Institute (DRI) at the Nevada System of Higher Education under the Snow Water Supply Forecasting Program (CFDA 15.078). The project aims to enhance water supply forecasting in the western U.S. by deploying a novel non-contact infrared snow temperature profiler (STP) to measure vertical snow temperature profiles during federal snow survey operations. This data will be used to validate and improve...
- The Bureau of Reclamation awarded a $1,060,448 Cooperative Agreement on December 20, 2023, under the Snow Water Supply Forecasting Program (CFDA 15.078) to The Regents of the University of Colorado. This grant aims to improve water supply forecasts by enhancing snow monitoring through the deployment of emerging technologies, such as airborne LiDAR, and better integration of snow data into forecasting models. The project has two sub-awards - one to Oregon State University to assist in...
- The University of Arizona, through a $996,526.93 Cooperative Agreement award from the Bureau of Reclamation under the Snow Water Supply Forecasting Program (CFDA 15.078), will use a 40-year snowpack dataset and newly developed regression modeling and machine learning techniques to enhance water supply forecasts across the Colorado River Basin. Specifically, the project will incorporate improved snowpack data and model optimizations into the National Resources Conservation Networks'...
- The Bureau of Reclamation awarded a $1,078,490.19 Cooperative Agreement to the Northern Colorado Water Conservancy District (Northern Water) under the Snow Water Supply Forecasting program (CFDA 15.078) to conduct airborne snow surveys over the Colorado River headwaters. Over the next 3 years, Northern Water will partner with Airborne Snow Observatories, Inc. to perform 3 airborne snow surveys per year during the spring runoff period. The data collected from these surveys, along with ISNOBAL...
- This $1,228,743.28 Cooperative Agreement award from the Bureau of Reclamation under the Snow Water Supply Forecasting (CFDA 15.078) program aims to improve water supply forecasts by enhancing snow monitoring through emerging technologies like aerial LiDAR surveys. The project will identify locations with unique snowpack dynamics not captured by existing monitoring networks and evaluate how incorporating LiDAR-derived snow data can improve forecasting accuracy compared to relying solely on...
- This $1,175,151.46 Cooperative Agreement award, issued on April 28, 2025 by the U.S. Department of the Interior's Bureau of Reclamation under the Snow Water Supply Forecasting Program (CFDA 15.078), aims to improve water supply forecasts by acquiring new datasets and blending them to enhance the accuracy and resolution of snowpack monitoring. The project has two key objectives: (1) fusing high-resolution LiDAR data with lower-resolution in-situ snow measurements to obtain better model results,...
- This Cooperative Agreement award from the U.S. Department of the Interior's Bureau of Reclamation, under the Snow Water Supply Forecasting Program (CFDA 15.078), will develop an advanced snow estimation product using a Long Short-Term Memory (LSTM) model. The $1,270,676.70 project, with an award date of January 30, 2025 and a completion date of December 31, 2027, will leverage near-daily CubeSat data, ground observations, and LiDAR snow maps to enhance a process-based distributed hydrologic...
- The Bureau of Reclamation awarded a $3,611,081.33 Cooperative Agreement to the Friant Water Authority under the Snow Water Supply Forecasting program (CFDA 15.078) to supplement and refine sensitive water year type management of snow supplies in the upper San Joaquin River Basin. The project will involve additional airborne snow observatory flights, in-situ snow course data collection, historical modeling analysis, and development of a tool to estimate elevation-banded snow-water equivalent. The...
- This Project Grant award from the National Science Foundation (CFDA 47.083 - Integrative Activities) will provide $299,789 to the Nevada System of Higher Education's Desert Research Institute (DRI) to develop new understanding of how Forecast-Informed Reservoir Operations (FIRO) can be used to improve ecosystem management while also meeting water supply, flood management, and other high priority objectives in the western United States. The project aims to identify and quantify potential...
- This Cooperative Agreement award from the Bureau of Reclamation under the Snow Water Supply Forecasting Program (CFDA 15.078) will address key knowledge gaps in understanding the impacts of wildfire on snow accumulation, ablation, and runoff generation. The $876,296.41 project, with a period of performance from January 4, 2024 to September 30, 2026, will leverage a network of automated stations and field studies initiated following the 2020 Cameron Peak and East Troublesome Fires in Colorado....
SEASONAL WATER SUPPLY FORECASTS ARE CRITICAL FOR OUR OPERATIONS AS THE OPERATIONS AND MAINTENANCE CONTRACTOR FOR RECLAMATIONS NEWLANDS PROJECTESPECIALLY IN CHANGING CONDITIONS WHERE WE FACE DRASTIC SHIFTS FROM SEVERE DROUGHTS TO EXTREME FLOODS. OVER THE PAST YEAR AND A HALF, AIRBORNE SNOW OBSERVATORY DATA HAS BEEN INTEGRATED INTO THE CALIFORNIA NEVADA RIVER FORECAST CENTERS SEASON WATER SUPPLY FORECAST AND HAS DRAMATICALLY IMPROVED THE FORECAST RESULTS. HOWEVER, THE DIRECT INSERTION OF AIRBORNE SNOW OBSERVATORY DATA INTO THE RIVER FORECAST CENTERS FORECAST HAS NOT BEEN FULLY QUANTIFIED. IN THIS PROJECT, WE PROPOSE COLLECTING ADDITIONAL AIRBORNE SNOW OBSERVATORY DATA AND CONTINUING TO QUANTIFY FORECASTING IMPROVEMENTS BY INTEGRATING HIGH-RESOLUTION SNOW WATER EQUIVALENT ESTIMATES INTO STREAMFLOW FORECASTS. IN ADDITION, WE WILL ALSO BUILD OUT A WEATHER RESEARCH AND FORECASTING HYDROLOGIC MODEL FORECASTING MODEL FOR THE TRUCKEE AND CARSON BASINS AND QUANTIFY THE SEASONAL STREAMFLOW FORECAST IMPROVEMENTS BETWEEN THE NRCS AND RIVER FORECAST CENTERS TO THE AIRBORNE SNOW OBSERVATORY INFORMED RIVER FORECAST CENTERS AND AIRBORNE SNOW OBSERVATORY INFORMED WEATHER RESEARCH AND FORECASTING-HYDRO FORECASTS. THIS PROJECT WILL TAKE PLACE BETWEEN AUGUST 2023 THROUGH SEPTEMBER 2026 IN THE TRUCKEE AND CARSON WATERSHEDS IN CALIFORNIA AND NEVADA.
