NRCS enters into a cooperative agreement with the sponsor specifying responsibilities before releasing financial assistance and does not fund activities undertaken prior to agreement execution. Records of operations are maintained for the life of the project, which continues until all recovery measures are installed or installation is terminated by mutual agreement.
