About this award

This Cooperative Agreement award from the National Oceanic and Atmospheric Administration (NOAA), under the Cooperative Institute (Inter-Agency Funded Activities) program (CFDA 11.405), provides $189,150 to Colorado State University from August 1, 2024 to July 31, 2027. The project aims to infuse NOAA's expertise and experience in leveraging atmospheric and oceanic data into various industry, government, and citizen stakeholder applications of artificial intelligence and machine learning. The primary objectives are to showcase NOAA datasets, provide stakeholders with tools and training to replicate NOAA's AI-based approaches for mitigating the impacts of extreme weather events, and enable stakeholders to develop AI-based products tailored to their needs. This work aligns with NOAA's strategic goals of building climate resilience and accelerating growth in the blue economy, as well as the NOAA Center for Artificial Intelligence's goal of transitioning AI research to applications.

Description

Industry and academic stakeholders often lead the way in extracting economic value and enhancing economic growth through applications of artificial intelligence and machine learning on diverse data sources. However, stakeholders like industry, government, and citizens often lack the subject matter expertise or experience to leverage the vast atmospheric and oceanic data holdings provided by the national oceanic and atmospheric administration (NOAA). Hence, infusing NOAA expertise and experience into the machinery of various stakeholders will enhance the extraction of economic value and increase economic growth. This proposal showcases NOAA datasets and provides stakeholders with the tools and training to replicate various artificial-intelligence-based approaches employed within NOAA to mitigate the impacts of hazards from extreme meteorological events in a changing climate. Through the training developed in this project, stakeholders will gain the necessary knowledge and skills to improve resilience in a changing climate by developing artificial-intelligence-based products that cater specifically to their needs. This project aligns with noaas FY 20222026 strategic goals of building a climate-ready nation and accelerating growth in a blue economy, and the NOAA artificial intelligence strategy (NOAA 2020). This project also addresses the NOAA center for artificial intelligence (NCAI) goal of accelerating the transition of AI research to applications. This project falls within the NOAA-defined cooperative institute for research in the atmosphere (CIRA) thematic areas of promoting education and outreach on behalf of NOAA and the university, and satellite development, training and education. This work aligns with the goals of the NOAA inflation reduction act (IRA) industry proving grounds (IPG) program (NOAA 2024). The IPG program focuses on three industries: finance and reinsurance, retail, and architecture and engineering. Ncei will continually engage with industry partners to inform sector-relevant data tools and user-friendly delivery of climate data.
