Project description the new hampshire coastal program (NHCP) is based on a series of existing state laws, authorities and regulations which define the state's role in protecting and managing its coastal resources. The department of environmental services is the governor's designated lead agency for administering the federal coastal program established by the coastal zone management act of 1972. Federal matching funds are provided for: state and local regulatory and management activities in the coast; public information about coastal resources; interagency coordination; funding for certain physical improvements; and federal consistency reviews. Federal funds are passed through to state and local agencies to improve their management and development capabilities. At the state level, the NHCP primarily assists the permit programs of the department of environmental services (wetlands bureau and water division). Local governmental participation in the NHCP is voluntary, but their participation in several program elements is essential. This grant application continues the implementation of administrative and enforcement activities of the NHCP (SEC. 306/306A). IT covers the coastal zone enhancement program (SEC. 309). The application is arranged according to basic work elements as follows: program management -- the expenses incurred by the department of environmental services in running the NHCP are covered under this work element. Federal, state and regional coordination are included. Public information and outreach continue their importance for the NHCP. The NHCP will continue to bring the laws, rules and regulations into compliance with the requirements of SEC. 306(E) and implementing regulations (program amendments and routine program change actions). The NHCP will continue the tracking system for reporting on the status of implementation of new and amended plans and regulations funded by the NHCP. Local technical assistance -- local technical assistance will continue to be provided to communities through regional planning commission negotiated contracts. This approach of providing local technical assistance has proven to be successful in meeting the needs expressed at the community level, while expanding the capabilities of the NHCP through integrating the regional planning commissions into the process. Recipients this year include the rockingham planning commission, strafford regional planning commission, seabrook hampton estuary alliance, and the natural resources outreach coalition. Pass-through grants program -- pass-through grants will be awarded to the gundalow company, the blue ocean society for marine conservation, INC., the gulf of maine council, and the university of new hampsh
