THE DETERMINATION OF THE OFL/ABC LIMITS REPRESENTS ONE OF THE PRIMARY MANAGEMENT DECISIONS REQUIRED OF FISHERIES RESOURCE MANAGERS AT NOAA'S SOUTHEAST FISHERIES SCIENCE CENTER (SEFSC) AND THE GULF OF MEXICO FISHERY MANAGEMENT COUNCIL'S SCIENTIFIC AND STATISTICAL COMMITTEE (SSC).
