Description

The gulf of mexico reef-fish fishery is a commercially important industry that contributes millions of dollars to the state of florida annually and supplies nearly 90% of the united states' landings of snappers and groupers as well as a number of other species (nmfs 2022). Landings of many valuable gulf reef fish species are declining in response to low levels of fish abundance and stricter regulations. To help restore these stocks, the gulf of mexico fishery management council is considering reducing existing acls and revising commercial-recreational allocations. A reduction in the commercial acls not only represents forgone revenues to fishers but can also threaten fishing livelihoods and working waterfronts. Impacts are likely to vary by operation size, fleet type, diversification level, and price responsiveness to ACL changes. Economic theory suggests that fishery impacts go beyond lost sales at the dock but also include lost economic opportunities in upstream and downstream SU
