STATEMENT OF NEED THERE HAS BEEN AN EXPLOSIVE GROWTH OF SPOTTED KNAPWEED AND LEAFY SPURGE ON THE BURNED ACRES OF CARBON COUNTY S BLM PROPERTY DUE TO THE LARGE NUMBER OF NEW ACREAGE INFESTED, IT IS IMPERATIVE AN INTEGRATED WEED MANAGEMENT PLAN IS PUT IN PLACE GOALS AND OBJECTIVES IT IS CARBON COUNTY S GOAL TO USE BLM FUNDS TO GAIN CONTROL OVER THE NEW INFESTATIONS THIS WILL TAKE SEVERAL YEARS PUBLIC AND PROGRAM INTEREST OF THE BLM CARBON COUNTY WEED DISTRICT WILL USE MEDIA AND IN HOUSE EDUCATION TO ENSURE THE PUBLIC IS AWARE OF THIS PROGRAM THERE MAY BE ACTIVITIES, SUCH AS WEED PULLS, THOSE WITH INTEREST CAN VOLUNTEER TO PARTICIPATE IN ACTIVITIES MANY EDUCATIONAL ACTIVITIES WILL BE AVAILABLE THROUGHOUT THE YEARS OF THIS PROJECT HUNTER S SAFETY HAS ADDED A NOXIOUS WEED COMPONENT TO THEIR PROGRAM ALONG WITH THAT THERE WILL EDUCATION IN OUR TOWNS AS WELL AS SMALL ACREAGE WORKSHOPS AVAILABLE TO ALL WHO WISH TO ATTEND METHODS TRUCK, UTV, BACKPACK SPRAYING AS WELL AS HELICOPTER SPRAYING WILL BE USED AS THE METHODS OF APPLICATION TIMETABLE OR MILESTONES BECAUSE OF THE LARGE EXTENT OF THIS NEW INFESTATION, THIS PROJECT WILL TAKE 5 YEARS THE FIRST 3 YEARS A MEASURE OF CONTROL SHOULD BE ABLE TO BE SEEN THE FOLLOWING 2 YEARS WILL BE USED FOR CLEAN UP AND CONTINUED CONTROL MEASURES INFORMATION TO SUPPORT ENVIRONMENTAL COMPLIANCE REVIEW REQUIREMENTS NOTE PROJECTS UNDER WILDLIFE MANAGEMENT, THE NATIVE PLANT PROGRAM, THREATENED AND ENDANGERED SPECIES HABITAT CONSERVATION THE NARRATIVE SHOULD PROVIDE ENOUGH DETAIL SO THAT REVIEWERS ARE ABLE TO DETERMINE PROJECT COMPLIANCE WITH SECTION 7 OF THE ENDANGERED SPECIES ACT OF 1973 N ADESCRIPTION OF STAKEHOLDER COORDINATION OR INVOLVEMENT REGULAR SITE VISITS WILL BE GIVEN AS WELL AS REGULAR EMAILS AND PHONE CALLS THERE IS GOOD COMMUNICATION BETWEEN CARBON COUNTY WEED DISTRICT AND BLM REQUIRED PROJECT MONITORING AND EVALUATION PLAN, INCLUDING HOW YOU WILL MEASURE PROJECT PERFORMANCE AND ASSESSMENT TOOLS TO BE USED PHOTO POINTS AS WELL AS MAPS WILL BEGIN THIS PROJECT AS IT UNFOLDS, CONTINUED PHOTO POINTS AND MAPS WILL BE USED TO MEASURE THE SUCCESS OF THIS PROJECT INFORMATION ON KEY PROJECT PERSONNEL THE SUPERVISOR OF THIS PROJECT HAS BEEN WITH THE COUNTY WEED DISTRICT FOR OVER 18 YEARS DURING THOSE YEARS, HE HAS BEEN THE SOLE PROJECT SUPERVISOR OVER THE LAST FEW YEARS HAS BEEN THE KEY PERSONNEL AS WELL ANTICIPATED FUTURE FUNDING NEEDS NOXIOUS WEEDS WILL ALWAYS BE AROUND TO BE A GOOD STEWARD, ONE MUST BE VIGILANT IN OBSERVATION AND PRACTICE OF WEED CONTROL LEAFY SPURGE WILL CONTINUE TO BE AN ISSUE ON THESE ACRES AND WILL NEED CONTINUAL OBSERVATION AND CONTROL DETAILS AND SUPPORTING DOCUMENTATION ON THE PROJECT LOCATION ALL BLM PROPERTIES IN CARBON COUNTY OTHER PROGRAM OR PROJECT SPECIFIC NARRATIVE REQUIREMENTS NONE
