About this award

The Department of Agriculture Foreign Agricultural Service awarded a $110,000 Cooperative Agreement to the American Seed Trade Association on January 2, 2026, to complete drafting of implementing regulations governing Ukraine's agricultural biotechnology oversight for genetically engineered organisms.

The recipient will work with USDA/FAS to finalize the regulatory framework that will enable Ukraine to legally cultivate and trade genetically engineered food and feed products. USDA had initiated this regulatory drafting work previously but left the effort incomplete; ASTA is contracted to complete the remaining scope. The regulations are intended to create export market access for U.S. agricultural producers and exporters seeking outlets for genetically engineered agricultural products. The Ukrainian planting seed market is estimated at $300 million annually.

Performance occurs in Ukraine through December 31, 2027. The award is made under the Technical Agricultural Assistance program (CFDA 10.960), which supports international capacity-building projects that help trading partners understand and implement science-based standards and practices.
