Description
- Purpose
- This award supports partnerships to mitigate hazards to protect public health and safety and the environment, restore watersheds for resources, and manage air quality for the protection of public and sensitive ecosystems. Extractive industry activities of the past, including both underground and surface mining and oil and gas drilling, have left degraded watersheds and airsheds on public lands throughout the state of utah. Unrestored sites may pose a threat to wildlife, biota, groundwater, surface water, and soil as well as to risks to the health and safety of public land users. This agreement supports a partnership between the bureau of land management (BLM) and the state of utah, division of oil, gas, and mining, to address physical safety hazards and contamination that pose a risk to human health and the environment through remediation and restoration of abandoned hardrock mine lands.
- Activities
- Inventory project sites, conduct biologic and resource-based surveys, and collect data to develop and design an appropriate remediation and implementation plan. Mine closure activities will consist of backfills, walls, steel grates, and gates, and polyurethane foam to seal adits. This award will fund the construction work to inventory, remediate, and mitigate the risk of abandoned mines located on lands managed by the bureau of land management in garfield county and surrounding areas managed by the BLM. Activities funded by this grant must comply with 2 CFR 200 as identified in the approved application, proposal, and budget and as authorized by the federal land policy and management act (flpma) and surface mining and reclamation act (smcra).
- Expected outcomes
- 1.protection of public health, safety, and property from adverse effects of extractive mining practices 2.restoration of land and water resources, the environment, and property from extreme danger of adverse effects of coal mining and extractive practices, 3.restoration of land and water resources and the environment previously degraded by adverse effects of coal mining practices, including measures for the conservation and development of soil, water (excluding channelization), woodland, fish and wildlife, recreation resources, and agricultural productivity.
- Intended beneficiaries
- The project activities funded through this agreement are for the primary benefit of the public by providing direct and measurable benefits. The agreement provides for the mitigation of hazards on BLM lands to protect public health and safety, restore watersheds, and enhance water quality. This work builds upon shared knowledge and resources between collaborating state and federal agencies to develop and implement an effective closure and remediation program. The project promotes enhanced visitor safety, improves wildlife habitats, and protects the watershed for fishing and water supplies.subrecipient activities (if known or specified at time of award): n a
