THE PURPOSE OF THIS AGREEMENT IS TO PROMOTE THE USE OF OFFICIAL IDENTIFICATION DEVICES ACROSS ALL LIVESTOCK INDUSTRIES, PROMOTE ELEC TRONIC RECORDKEEPING TO FACILITATE INFORMATION SHARING BETWEEN STATE AND FEDERAL AGENCIES, PERFORM OUTREACH TO ALL STAKEHOLDERS AFFECTED BY THE ANIMAL DISEASE TRACEABILITY (ADT) RULE, AND TO ENSURE COMPLIANCE AND ENFORCEMENT OF THE ADT REGULATIONS. ACTIVITIES TO BE PERFORMED: DISTRIBUTE FULL ALLOCATION OF OFFICIAL RFID TAGS TO LIVESTOCK MARKETS, LIVESTOCK PRODUCERS, AND VETERINARIANS. NEW MEXICO HAD 167,000 RFID TAGS ALLOCATED TO US IN 2025; WE HAVE 54,000 TAGS REMAINING. TAG DISTRIBUTION WILL BE RECORDED IN AIMS; PROCESS APPROXIMATELY 300 PAPER ICVIS PER MONTH; THIS INCLUDES SCANNING AND UPLOADING THE DOCUMENTS INTO OUR STATE DATABASE TO MAKE THEM ELECTRONICALLY SEARCHABLE FOR TRACING IDENTIFICATION AND INFORMATION SHARING; TRANSITION TO FULLY ELECTRONIC CVI SYSTEM BY THE END OF CALENDAR YEAR 2026 FOR ALL IMPORT AND EXPORT OF ANIMALS TO AND FROM NEW MEXICO TO IMPROVE TRACEABILITY; PROVIDE OUTREACH TO STAKEHOLDERS AT LOCAL, REGIONAL, AND STATE MEETINGS (AT LEAST 10 ORGANIZED MEETINGS PER YEAR); EMPHASIZE THE IMPORTANCE OF PROPER OFFICIAL IDENTIFICATION OF LIVESTOCK IN THE MANAGEMENT OF A DISEASE OUTBREAK; WORK WITH AVIC AND NEW MEXICO BOARD OF VETERINARY MEDICINE TO ADDRESS COMPLIANCE ISSUES; COOPERATE WITH USDA IES AND OTHER STATE ANIMAL REGULATORY AUTHORITIES WHEN COMPLIANCE ISSUES INCLUDE MULTIPLE STATES. DELIVERABLES AND EXPECTED OUTCOMES: DISTRIBUTE THE REMAINING 54 ,000 RFID TAGS WITHIN THE NEXT 6 MONTHS; CONTINUE TO DISTRIBUTE ANY ADDITIONALLY ALLOCATED TAGS IN THE COMING YEAR; ENTER RFID TAG INFORMATION INTO AIMS AS THE TAGS ARE DISTRIBUTED FROM OUR OFFICE. CONTRACT WORK TO PROCESS PAPER ICVIS AT THE RATE OF APPROXIMATELY 300 DOCUMENTS PER MONTH; ASSURE COMPLIANCE OF APPROXIMATELY 900 ICVIS PER MONTH FOR IMPORTS INTO NEW MEXICO; PROCESS APPROXIMATELY 1800 ICVIS PER MONTH INTO OUR STATE SYSTEM TO SHARE DATA WITH AHER; PARTICIPATE IN NATIONAL PRIORITY TRACING EXERCISES TO TEST THE SUCCESS OF OUR SYSTEM; FIELD APPROXIMATELY 50 PHONE CALLS PER MONTH FOR QUESTIONS AND ASSISTANCE WITH OBTAINING RFID TAGS AND PREMISES IDS; PROVIDE EDUCATIONAL OPPORTUNITIES TO ACCREDITED VETERINARIANS FOR ELECTRONIC CVI PLATFORMS BY OFFERING AT LEAST ONE TRAINING PER QUARTER; PROVIDE OUTREACH TO LIVESTOCK PRODUCERS AND LIVESTOCK MARKETS ON THE ADT RULE AND NEED FOR COMPLIANCE, ESPECIALLY DURING DISEASE INVESTIGATIONS; ATTEND AT LEAST ONE PRODUCER MEETING PER MONTH. INTENDED BENEFICIARY(IES): APPROXIMATE NUMBERS BASED ON 2022 NASS DATA AND OUR DATABASE: 2900 CATTLE RANCHES; 1500 SMALL RUMINANT OPERATIONS; 85 DAIRY FARMS; 11 LIVESTOCK MARKETS, 150 ACCREDITED VETERINARIANS. ADDITIONAL BENEFICIARIES INCLUDE THE 33 COOPERATIVE EXTENSION OFFICES AND THE YOUTH INVOLVED IN 4-H AND FFA PROGRAMS THROUGHOUT THE STATE. ADDITIONAL PUBLIC IMPACT: 2.1 MILLION RESIDENTS IN NEW MEXICO. NO SUBRECIPIENT ACTIVITIES.
