About this award
The Idaho Department of Agriculture (ISDA) received a Cooperative Agreement award of $188,927 from the U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) under the Plant and Animal Disease, Pest Control, and Animal Care program (CFDA 10.025), effective November 1, 2025, through October 31, 2027. ISDA will develop comprehensive educational materials and resources focused on poultry disease prevention and preparedness, with particular emphasis on highly pathogenic avian influenza (HPAI) response. The award supports training of ISDA staff in biosecurity and Secure Food Supply (SFS) principles to build capacity for working with small- to medium-sized poultry producers in Idaho who are not currently engaged with the National Poultry Improvement Program.
Deliverables under this agreement include the development of individually tailored biosecurity plans for each eligible poultry premises in Idaho and customized monitoring and permitting plans for interested poultry producers. This foundational initiative represents Idaho's first effort to develop and approve SFS plans for a livestock industry and is intended to establish a framework for future Secure Beef Supply and Secure Milk Supply planning efforts. By providing approved, farm-specific biosecurity enhancement plans, the award directly benefits Idaho poultry producers by strengthening their disease prevention and outbreak preparedness capabilities for both peacetime operations and emergency animal disease outbreak response scenarios.
